Hiō Ir Vrët (/hjoː/ /ir/ [past] [magnet]) is a subtropical Town located in Kn-70zmèdas Zone, Jaz̄omaka District, within the Federation of Alveria.

The name Hiō Ir Vrët is derived from the Wood Elvish language, as Hiō Ir Vrët was founded by Ha̋shīkī Da̋ń 'Stunner Riley' Sē̌sh Cābō Ré̄shī Malve, who was culturaly Wood Elven.

Climate

Hiō Ir Vrët has a yearly average temperature of 19°C (66°F), with its average temperature during the summer being a warm 27°C (80°F) and its average temperature during the winter being a cool 11°C (51°F). Hiō Ir Vrët receives an average of 75 cm/y (29 in/y) of precipitation, most of which comes in the form of rain during the spring. Hiō Ir Vrët covers an area of nearly 6 km2 (2 mi2), and an average elevation of 5196 m (17047 ft) above sea level.

Overview

Hiō Ir Vrët was founded durring the early 10th century, by Ha̋shīkī Da̋ń 'Stunner Riley' Sē̌sh Cābō Ré̄shī Malve. The establishment of Hiō Ir Vrët suffered from many setbacks, delays, and obsticles, most notably a group of Hiō Ir Vrët which required millitary assistance exterminate before the community could finish being built.

Hiō Ir Vrët was built using the conventions of Wood Elven durring the early 10th century. Naturaly, all settlmentss have their own look to them, and Hiō Ir Vrët is no diffrent. The town's buildings feature timber and earth construction, with most buildigns first floors resembling mounds of earth, with subsequent floors appearing as elaborate log cabins, with each building forming a tiered pyramid of sorts fromed from the stack of rectangular, peek roofed cabins. Most wooden bracing, support, and trim is carved with decorative knotwork, and the larger structures even feature painted trim which emphasises the knotwork.

Hiō Ir Vrët is buildings are arranged arround a network of restrictive cobblestone streets which form a diagonal shaped grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The town is protected by a well-crafted cobblestone fence tall enough to provide adiquite cover for defenders to fire from, but no more than that. The town's frontieer-style defences have recently undergone extensive repairs and renovations, such that the repairwork is imeadiently apparent and can be spotted due to the diffring ages of materials. One can't help but wonder what brought the need for those repairs to the town.

A look around Hiō Ir Vrët gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring jsut long enough for it to be uncomfortable. Beneath this surface, the people of Hiō Ir Vrët can be overheard having academic discussions, as well as talking about scholarly subjects in general. It’s quite clear Hiō Ir Vrët places a lot of value on education and being a learned individual.

Civic Infrastructure

Hiō Ir Vrët has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Hiō Ir Vrët. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Hiō Ir Vrët's parks.

Hiō Ir Vrët possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Hiō Ir Vrët's grid is powered by a direct leyline tap.

Hiō Ir Vrët's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.

Hiō Ir Vrët has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Hiō Ir Vrët's natural decorations nor waterways.

Hiō Ir Vrët has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Hiō Ir Vrët has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Hiō Ir Vrët is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.

Cultural Notes

Hiō Ir Vrët's chapel was built using a different architectural style from the rest of the town. The style used is known for its buildings being predominantly formed through the combination of basic geometric shapes. However, it shown in the detailing given to the structures such as its characteristic tall columns, intricate detail, symmetry, harmony, and balance in their designs to an astonishing degree of precision. Decorative elements for the buildings tended to be built into the structure itself, making great use of fluting, frescoes, inlays, and embossing.

Hiō Ir Vrët's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves performance art to channel Illusion energies of tier 3 via singing.
